Makinson was born in Southport and he attended Hereford School of Art and the Slade where he studied under Randolphe Schwabe.

He has held solo exhibitions at the Hereford Art Gallery between 1944 and 1955 and has shown at the RA between 1944 and 1952, at the RBA, RSA, RP, RI and SSA.

He is represented in collections including Glasgow Art Gallery, he taught at Glasgow School of Art. His exhibited work has included subjects such as "March in Herefordshire", RA 1944.
